Chandigarh, Sep 22 (SocialNews.XYZ) The Haryana government will organise two training and feedback sessions annually for civil secretariat officers, Chief Secretary Sanjeev Kaushal said on Friday.
Emphasising ethics at the inauguration of a training and feedback session for under secretaries, deputy secretaries and joint secretaries here, he said the government is implementing Mission Karmayogi Haryana -- an initiative to revolutionise the governance landscape by providing ethical and responsive governance training to over 3.3 lakh government officials.
He highlighted the significant role played by the secretaries as the
institutional memory of the secretariat.
"Their enduring contributions are an invaluable asset to the administration, especially considering that IAS officers serve for only a limited tenure in the civil secretariat. In contrast, the secretariat officers diligently carry out their responsibilities over an extended period."
Kaushal underscored the idea that Indian Administrative Service (IAS) officers derive substantial insights into the government's fundamental functions from their interactions with secretariat officers.
"Through this valuable experience, IAS officers have a unique opportunity to delve deep into the inner workings of government operations, hone their critical thinking and decision-making abilities, and amass expertise in the management of a diverse range of issues."
Kaushal said the training programme session covers essential topics such as decision-making in governance, manpower planning, handling vigilance matters, and work-life management.
These sessions are tailored to address the specific challenges and
responsibilities of their roles, he added.
Addressing manpower planning and staff rationalisation within
administrative departments, Rajan Gupta, Chairman of the Rationalization Commission, offered guidance to officials.
He highlighted the pivotal roles that budget framing and policy
implementation play within the government.
He acknowledged the contemporary challenges associated with these tasks, urging officials to continuously enhance their knowledge and skills to align with the demands of the modern technological era.
