I wish to bring to your kind attention that in integrated Andhra Pradesh, Goshala Development Committees were formed for the due protection of cows across the state.
The last such Committee was constituted by the Animal Husbandry Ministry department on 26th November 2005 with GO Ms No. 67 on the directions of our beloved leader YS Rajasekhara Reddy guru.
After the bifurcation of the state, to the best of my knowledge, such a committee has not been formed. The aim of the Committee is to establish and strengthen the Goshalas economically for their all-round development, to help construct sheds, provide veterinary assistance to uncared for cows and other animals, and to set up animal shelters and rescue homes.
Sir, you are certainly aware that caring for the cow and the calf is close to the heart of the Hindus.
Our government has taken several innovative and revolutionary measures for the welfare of all sections of society. I am sure that the steps for the welfare and protection of cows would not diminish in your eyes.
I wish to bring to your notice the authorities of the Varaha Lakshmi Narasimha Swamy temple at Simhachalam removed all the 31 contract workers from their Goshala as they were facing financial constraints. Subsequently, three cows died. In August 2019, in a shocking incident, 100 cows were poisoned to death at Kothur-Tadepalli Goshala near Vijayawada.
It is imperative to set up a Goshala Development Committee to prevent the recurrence of such unfortunate incidents.
In neighboring Karnataka, the state government has begun a Cow Protection Project through which all Goshalas in that state is run by their endowments department. I humbly suggest that this scheme be studied by our officials.
The Goshala Development Committee may comprise officials, Hindu seers, environmentalists, public representatives, and those who are engaged in the running of goshalas. It would help immensely if district-level committees are formed.
I am sure that you would provide for the formation of this committee at the very earliest to help protect cows and prevent unfortunate incidents where cows die.
