Chief minister YS Jaganmohan Reddy had promised to increase the number of districts to 25, reorganised on the basis of Lok Sabha constituencies. He made this promise during his marathon walk before the 2019 general elections.

The committee would consist of chief commissioner of land acquisition, GAD secretary, planning secretary, a representative from the chief ministers office and the finance secretary.
