Jodhpur, Sep 24 (IANS) The Rajasthan Human Rights Commission, taking cognisance of the police's special operation group (SOG) parading 13 people semi-naked on Behrod streets for allegedly helping Papla Gurjar escape from jail, has questioned the Director General of Police (DGP) over violation of human rights of arrested persons.
The commission has sought reports from the police and the state government in the case. The Home Secretary should present the state government's view, independent from the police report, the state HRC said in its order.
The police had apprehended 13 people in connection with escape of Papla Gurjar's from the Behror police station. On Sunday, they were paraded semi-naked on the city roads for around one km.
While Bhiwadi Superintendent of Police Amandeep Singh Kapoor defended it as a measure to instil fear among criminals and revive trust among people, the state HRC said was not "parading prisoners in undergarments with handcuffs," a violation of their human rights."
The commission also questioned lack of provisions for punishing those who were terrorising people by referring to miscreants who attacked the police station with AK-47 rifles and scared public.
Keping people terrorised was a serious crime, said state HRC Chairman Justice Prakash Tatia.
Due to lack of provisions in the law, the culprits were released on bail immediately. The commission said if there was a deficiency in the law, then that should be considered immediately.
