It might seem weird to hear this. But looking at the interpretation in that cartoon, Kapil Dev had been shown with Indira Gandhi while Dhoni was shown with Manmohan Singh and Virat is being shown with Modi.
This sequence shows the winning captains of the world cup for India with the Prime Ministers serving that term period. This cartoon correlates, politics to sports. It is being shown that Narendra Modi is asking Virat to get him the world cup this time by making him the first person to receive it from BJP as both the early cups have been won in Congress regime. In 1983 as Kapil led India team won against West Indies and he has posed along with the Prime Minister, Indira Gandhi.
Similarly, after 28 years Dhoni-led Indian cricket team won the World Cup and so Dhoni has posed along with then Prime Minister of India Manmohan Singh. By the third picture shows Narendra Modi asking the present Indian cricket team captain to get him a cup too.
