New Delhi, Aug 29 (IANS) A member of an outlawed Manipuri outfit has been arrested here, Delhi Police said on Wednesday.
"Working on specific inputs, Oinam Ibochouba Singh, 45, of the Kangleipak Communist Party-People's War Group (KCP-PWG), was taken into custody on Tuesday evening from south Delhi's Kotla Mubarakpur," Deputy Commissioner of Police Sanjeev Kumar Yadav said.
"A resident of Bishnupur district of Manipur, Oinam Ibochouba Singh was described as a commander of the KCP-PWG. He was planning to revive his banned outfit base in many places in India. On August 11, he issued a life threat message to Manipur Chief Minister and his cabinet ministers," Yadav said.
"He later made that message viral on various channels of social media via audio and video formats as well as a hand written message on a letter head so that it could reach the Chief Minister," the DCP said.
"He threatened the Chief Minister to resolve the disputed issue of Manipur University's Vice Chancellor (VC) appointment and also resolve the Naga's agreement issue of pillar post in the Indo-Myanmar border area.
"There were strikes by locals in Manipur over both the issues. He threatened that if the Chief Minister fails to sort out the issues, he would attack him and his cabinet ministers. A case was registered against him in Manipur in this regard," he said.
"He was earlier arrested by Manipur Police in 2010. After his release from jail, he set up his terror base in Nepal for five years. He took the helm of the KCP-PWG after its head Ranjeet Singh was arrested by Delhi Police in January 2017," the officer added.
"We have recovered a few mobile phones and SIMs activated in Nepal and other states. The SIM cards have lists of his accomplices, video and audio messages that were earlier used by the outfit for threatening and extorting money from various Manipur based businessmen, contractors, government officers, politicians and others," he said.
"We have also found some suspected names of his accomplices active in Delhi that the central intelligence agencies are verifying with Manipur Police. He used to visit Delhi at regular intervals to meet his contacts. His further interrogation is on to establish his hidden criminal plans," he added.
