The demands were put before Union Finance Minister Arun Jaitley during his pre-Budget consultations with various stakeholders in the sector.
Representatives of more than 20 such organisations working for Dalits' rights, Right to Food and Education, child protection, senior citizens, water conservation and nutrition and health met the Minister.
Jaitley agreed with their demand that ministries should release welfare schemes funds on priority to intended beneficiaries.
He said the Narendra Modi government was fully committed to ensure effective fund utilisation by welfare schemes launched by various ministries, an official statement said.
The Minister welcomed suggestions for more targeted benchmarks to improve the quality of government-funded schools, streamlining vocational training to boost employment, address needs of labour in informal sector, and aid paperless and cashless dealings with employers to ensure transparency for employees.
