Chandigarh, Sep 14 (IANS) The Punjab and Haryana High Court on Thursday scrapped the Haryana Civil Service (Judicial) preliminary examination following an inquiry report on leaking of a question paper.
The High Court Registrar-General on Thursday issued an order to scrap the exam after a committee appointed by the court, in its inquiry report, pointed out to gross irregularities and said that some candidates had access to the question paper prior to the exam in July to fill posts in subordinate judiciary in Haryana.
The committee, while pointing out that the "purity of the examination had been lost", recommended registration of an FIR against High Court Registrar (Recruitment) Balwinder Sharma, a Punjab-cadre judicial officer, and the two candidates who had access to the paper.
The committee pointed out that Sharma was in contact with the general category topper Sunita for one year before the examination. He had exchanged 760 phone calls and messages with her.
The matter came to light after a candidate, Suman of Panchkula, moved the High Court that the question paper had been leaked.
She claimed that candidates Sushila and Sunita had contacted her with an offer to give her the question paper in lieu of Rs 1 crore. She claimed two questions were leaked to her one day before the examination.
