The defender said the move was "an easy decision" after he had been in touch with the Magpies' coach Rafa Benitez.
"I would like to welcome Lejeune to Newcastle United. He is a player that has done very well this year in Spain," Benitez said on the team's official website.
The Spanish coach said that he has known about Lejeune for a while since the Frenchman began playing for La Liga side Villarreal.
Lejeune is the second player to join Newcastle this summer after the arrival of Ghanaian winger Christian Atsu in May.
