The 29-year-old former Brescia loanee was one of the first big names to move to China when he joined Qingdao Jonoon in 2012, reports Xinhua news agency.
Now with Changchun Yatai, Meneghel has witnessed Chinese football's rapid ascent at close quarters, particularly in the past year, as stars such as Oscar, Carlos Tevez and Pato have joined the ranks of Super League clubs.
"Investment in (Chinese) football increased greatly," Meneghel told Brazilian news service Globo Esporte.
"This has meant that the game has been able to grow in China. Now there are more pitches, and schools are investing in football.
"Most of the stadiums here are sensational. Training facilities and gymnasiums are excellent -- better than at many Brazilian clubs," he added.
"There have also been some major signings that have made a difference. When high-profile players come, clubs begin to be noticed. Without doubt the arrival of names such as Tevez and Pato will help clubs develop even more. These guys can help the game develop further in China, as can top coaches who come. I think that in two or three years China will be at a high level."
Meneghel is contracted to Changchun Yatai until the end of 2018 and while he is enjoying his time in China, he said he could finish his career in his homeland.
"Since coming here I haven't thought about going back to Brazil. I wanted to spend time out of the country and achieve financial stability. I have to think about my future and that of my daughter. I will think about going back to Brazil when my contract finishes," he added.
