Bidding guidelines issued for wind power projects
New Delhi, Nov 3 (IANS) The Ministry of New and Renewable Energy on Thursday issued bidding guidelines to implement the scheme for setting up of 1,000 megawatt (MW) wind power projects connected to the inter-state transmission system.

As per the guidelines, the projects will be selected through open and transparent competitive bidding followed by e-reverse auction.

A bidder can bid for a minimum capacity of 50 MW and maximum up to 250 MW. One bidder is allowed to install 5 per cent of the additional rated capacity that will compensate auxiliary consumption and system losses up to interconnection point.

 

Discoms or distribution companies of non-windy states and union territories as well as bulk consumers who intend to buy 10 MW or more can buy wind power under the scheme, an official statement said.

"PTC India Ltd., the trading company selected by SECI (Solar Energy Corporation of India) under the scheme, will sign power purchase agreement (PPA) with wind projects at bidded tariff and back-to-back power sale agreement (PSA) with buying entities at a pooled price of the total bids selected. The term of PPA and PSA will be 25 years," the ministry said.

It sanctioned the scheme for setting up of mega wind project in June.
