Russian parliament to discuss bill on TUE to anti-doping rules


Moscow, Oct 31 (IANS) The State Duma, the lower house of Russias parliament, will discuss amendments, under which the use of a prohibited substance wont be considered as a breach of anti-doping rules for therapeutic purposes, Duma First Vice Speaker Alexander Zhukov said on Monday.

Specifically, "in compliance with the International Standard for Therapeutic Use Exemptions of the World Anti-Doping Agency (WADA), actions for doping use won't be a breach of anti-doping rules if at the time they are performed permission is available for the therapeutic use of a substance or for a prohibited method or necessary conditions exist for issuing such permission after these actions are performed," the government's draft law says.

Simultaneously, the government amendments stipulate that the Sports Ministry "acts on behalf of Russia as one of the founders of the all-Russian Anti-Doping Organization," the State Duma first vice-speaker said, reports Tass.
