The GJM called the shutdown to protest against West Bengal Chief Minister Mamata Banerjee's statement that Rs 4,000 crore had been allotted to the Gorkhaland Territorial Administration (GTA) over four-and-a-half years.
As Banerjee opposed the shutdown, the government, in tandem with the Darjeeling administration, took steps to ensure that shops, educational and medical institutions were open.
A few shops opened and some vehicles plied on the roads.
As many as 112 people were arrested after a clash between police and GJM members at Kurseong. A vehicle was vandalized at Pedong in Darjeeling district, police said.
