The 29-year-old joins Dynamos from Brazilian football club Anapolis Futebol Clube, the ISL franchise said in a release.
"I am thankful to the club for this new opportunity. It is a new challenge for me and I am looking forward to it. I have heard of ISL a lot and really wanted to come and play in India. I hope to have a great stint with the club and help the club in winning the title," Marcelo said, in the release.
Dynamos head coach Italian Gianluca Zambrotta was pleased with the new signing and feels he will provide the team with several attacking options.
"He has played across different leagues in different countries and I am sure his experience will help the team a lot during the season," Zambrotta said.
"We are very happy to welcome him into the Delhi Dynamos F.C. family. He has played across the world and his versatility is something which will add depth to our squad. We believe he can be a crucial player for the success of the team," Dynamos' Chief Technical Officer Vishnu Madhu said.
