"There is no controversy between the Centre and states. DVC does not take the decision of releasing water. The authority, which includes state government representatives, takes the decision on the release of water on the basis of the dam's reserve capacity and safety of the dam," Goyal said after a meeting with State Power Minister Sobhandeb Chattopadhyay and Power Advisor Manish Gupta.
Damodar Valley Reservoir Regulation Committee (DVRRC), headed by the Central Water Commission's Chairman, takes the decision of water release.
"I suggest evaluating the whole system. Central water resources, central and state government and DVC officials can sit together and take a decision on long-term measures so that things could be resolved," he said.
Chattopadhyay, however, said that the authority should consult with the state before releasing water.
State and DVC officials met on Monday to review the flood-like situations in several districts of West Bengal.
Gupta said DVC never had a futuristic plan of how they will cope with the situation during monsoon.
"The water level in the dam is expected to rise on heavy pouring. They should have released water earlier in a way to manage the excessive rainfall. Reserve and release is not being managed in a proper control," he added.
