The athlete was arrested on Thursday night and will be initially held at a police lockup, a spokesman for the Rio de Janeiro state's Civil Police force told Efe.
The women said Saada, a 22-year-old light heavyweight, sexually harassed them on Wednesday in the Olympic Village, reports Efe.
The boxer called the two women to his room to ask for information and then, apparently in the presence of two other athletes, groped them on the legs and chest before they were able to flee, police said.
Saada's first bout against Turkey's Mehmet Nadir Unal was initially scheduled for Saturday, but a judge has ordered him to be held initially for 15 days.
The Moroccan boxer, who finished tied for ninth at the 2015 AIBA World Boxing Championships in Doha, made it to the Olympics with a fifth-place finish at a qualifying event in Baku in June.
