Cabral's comments were made during a discussion on a private member's resolution moved by opposition leader Pratapsingh Rane on Goa's readiness to tackle terror attacks.
In course of the discussion, after independent MLA Rohan Khaunte said Goa was being identified as a safe destination for drugs, sex and the Russian mafia, Cabral said: "Our MLAs themselves become terrorists when they keep saying there is mafia in Goa. This is negative publicity."
The BJP MLA later told reporters that while Goa needs to be on alert against terror, lawmakers need to be cautious while making comments about Goa and sullying the state's image.
