Inaugurating a two-day orientation programme for the newly-elected members of the Rajya Sabha on Saturday, Ansari, who is also Chairman of the upper house, pointed out that frequent disruptions impinge upon the privileges of other members.
He emphasised on brevity and time management and called upon the members "not to violate the allocated time" while participating in the proceedings.
Ansari also urged the members to conduct themselves in a way which is not unparliamentary.
Noting that the two houses of parliament were equal and only functional modalities were different, he emphasised the importance of the Rajya Sabha as a chamber to check haste, cool passions and also to flag the concerns of the individual states.
Underlining the functions of Parliament in legislation, executive accountability and discussion and debate on issues of public interest, he exhorted the new members to make effective use of parliamentary devices such as questions and zero hour submissions to secure daily accountability of the government.
He also called upon the members to focus on the committee work.
