The 20-year-old Englishman has penned a four-year deal and is the club's fifth signing for the upcoming season.
Last season, Ibe made 41 appearances for Liverpool in all competitions including games in the Europa league where the Reds made it to the final.
"We're delighted to bring Jordon to the football club. He played plenty of football with Liverpool last season and we're looking forward to seeing him to continue to grow now with us, he's a huge prospect," Bournemouth chief executive Neill Blake said in a statement on Thursday.
"We've now signed five players this summer, all of whom have an abundance of potential."
Blake asserted that the signings show how serious they are about nurturing talents at the club and added their focus would be to stay put in the EPL.
"It shows that we're serious about nurturing talent at this football club and we have the long term in mind when we say we want to stay in the Premier League," he said.
Ibe would help fill the void left by Matt Ritchie who has signed a deal with Newcastle United and provide stiff competition to the likes of Junior Stanislas, Max Gradel, Marc Pugh and Ryan Fraser.
