HC Issues Notice on Street Kids' Rehabilitation

New Delhi, Feb 3 (IANS) The Delhi High Court on Wednesday issued notices to the central and city governments on a plea seeking rehabilitation of children indulging in begging, rag picking and other activities on the national capital's roads.

A division bench of Chief Justice G. Rohini and Justice Jayant Nath also impleaded the Delhi Commission for Child Rights as a party in the case and issued a notice to it along with the Delhi Urban Shelter Improvement Board (DUSIB), Delhi's civic bodies and the DDA.

 

They were asked to file their responses by April 4.

The public interest litigation also sought direction to the Centre and Delhi governments to take appropriate measures to provide permanent shelter to destitute women and provide them the opportunity for a dignified living.

It also demanded that the children be provided with education and basic amenities of life in order to make them good citizens, and appropriate measures to prevent children of tender age from performing somersault or gymnastic manoeuvres at traffic signals and intersections.

The homeless population of Delhi be counted and they should be provided permanent shelter and a basic identification card or Aadhaar card to help them obtain benefits of the government's welfare schemes, said the plea.

The petitioner also submitted a documentary and photographs on the miserable life of street children, destitute women and the homeless.
